KHB E-Auction 28: Dates, Withdrawn Sites, and How to Bid

PropLinker Research guide to Karnataka Housing Board E-Auction Notice-28 dated 21-08-2026, plus the 03-09-2026 corrigendum. Registration closes 15-09-2026. Includes Hiremalligawad Dharwad HIG-I sites, bid windows, EMD, payment rules, and withdrawn lots.

PropLinker Research

Karnataka Housing Board is running E-Auction Notice-28, dated 21-08-2026, for leftover residential sites, commercial plots, shops, houses, and bachelor quarters across the state. Properties are sold on an as-is-where-is basis.

A corrigendum dated 03-09-2026 then withdrew 13 lots under condition 17 of the notice: one site in Ballari Andral Layout, and the entire Manvi 2nd Stage and Manvi Layout blocks listed for Raichur.

This PropLinker Research guide converts the 27-page notice and the one-page corrigendum into a bidder checklist: dates, bid windows, money, documents, North Karnataka layouts including Hiremalligawad, Dharwad, and the withdrawn auction numbers you should not bid on.

Registration is one window. Bidding is four staggered lots. Register before 11:00 AM on 15-09-2026 even if your item bids later.

Hiremalligawad Dharwad lots sit in the 61–130 window, so bidding is 16–17 September if the serial numbers on the notice still match.

Bids in the last minutes get a 5-minute delta-time extension. A lot with only one bidder is rejected.

What it costs to bid

RuleAmount / deadline
Minimum increment, corner/intermediate sites, shops, bachelor quarters₹300 per sq m
Minimum increment, commercial sites₹600 per sq m
Minimum increment, flats / housesMultiples of ₹5,000
Typical residential EMD₹50,000
25% of sale valueWithin 72 hours of auction close; 10 days if that 25% is above ₹1 crore
Remaining 75%Within 60 days of the sale confirmation certificate
TDS1% under section 194-IA if the transaction exceeds ₹50 lakh, using KHB PAN AAAJK0398K

EMD is paid on the KPPP portal (debit, credit, net banking, or portal challan). Portal and bank charges sit with the bidder. After you win, the 25% (including EMD already paid) is due on the KHB site. Miss the 72-hour window and KHB can cancel the bid and forfeit EMD without notice. Miss the 75% window and the 25% already paid can be forfeited.

Unsuccessful bidders should get EMD back to their account within one month, subject to KHB process.

A few commercial lots on the notice carry a higher EMD than ₹50,000. The Mandya commercial examples on the notice include about ₹70,000, ₹2.25 lakh, and ₹6.10 lakh. Check the EMD column for the exact lot.

Hiremalligawad, Dharwad

This is the leftover-site auction for the same KHB layout covered in our earlier allotment guide, not a fresh layout launch.

The notice lists HIG-I sites in Hiremalligawad around serials 62–71. Typical size on the table is 18 m × 12 m (216 sq m) at a board rate of ₹13,993 per sq m.

Plot numbers printed on the Dharwad block include 252, 470, 617, 622, 1840, 1841, and 1844, plus further HIG-I rows that continue onto the next page. Confirm the full list and auction IDs (KHB/2026-27/AUCTION…) on the notice before you register against a lot.

216 × 13,993 is only the board-rate starting indication. The live bid can only move up, in ₹300 per sq m steps.

13 lots withdrawn on 03-09-2026

The corrigendum says these properties are withdrawn from E-Auction 28. All other terms of the 21-08-2026 notice stay in force.

Condition 17 on the original notice is the withdrawal clause. KHB can pull advertised properties. If the portal still shows a withdrawn auction ID, treat the corrigendum as controlling.

Who can bid

The notice allows:

  • Indian citizens aged 18+
  • Partnership firms, limited companies, and trusts registered in India
  • NRIs, with a self-attested declaration and, after a successful bid, an Indian Embassy-attested certificate

Joint buyers are allowed if both are 18+. The primary applicant cannot be changed. Only the joint name on the original photo-and-signature form can go on the final registration.

Companies need registration certificate, company PAN, authorisation letter, and the photo-and-signature form of the authorised representative.

Documents and payments must be in the bidder’s own name and own bank account. Using someone else’s papers or account is a stated ground for rejection.

How to participate

Step 1
Inspect
Step 2
Register
Step 3
Pay EMD
Step 4
Bid
Step 5
Pay 25% / 75%

Step 1: Inspect the actual plot

The notice tells bidders to inspect in person or through GPS coordinates on the KHB site. After a successful bid, KHB will not substitute another plot because of facing, shape, access, or condition.

These are leftover and stray properties. Expect irregular dimensions (the tables often use averaged sides such as (15.60+16.30)/2), odd numbering, and plots that did not move in earlier allotments.

Step 2: Register on KPPP

Use http://kppp.karnataka.gov.in. The notice warns not to wait until the last day; KHB is not responsible for last-day portal or payment failures.

Download the e-auction manual from the Citizen section on KPPP or Online Services on khb.karnataka.gov.in.

KPPP helpdesk numbers printed on the notice: 080-46010000 and 68948777.

Step 3: Pay EMD for that lot

EMD is lot-specific. Most residential rows show ₹50,000. Confirm before payment.

Step 4: Bid only in your window

Know your serial number. A Hiremalligawad site around sl. 62–71 does not bid in the 15–16 September window.

Step 5: If you win

Sale confirmation is issued only in the bidder’s name. Pay 25% (EMD counts toward it) within 72 hours on the KHB site, then 75% within 60 days of the confirmation certificate.

Cautions before you bid

As is, no swap: You are bidding on a specific leftover plot. Facing, exact road, corner position, and site condition are not guaranteed and cannot be exchanged after a win.

Cash timeline: EMD is the cheap part. 25% in 72 hours and 75% in 60 days is the real constraint. If you cannot fund that, do not bid.

KHB can still pull lots: Condition 17 already removed 13 properties after the notice went out. Check the portal against the 03-09-2026 corrigendum on the morning you bid.

A lone bidder on a lot loses. Board area figures can be revised. KHB can accept or reject a successful bid, postpone the window, or cancel the notification; in a full cancellation, the stated refund is EMD.

Contacts printed on the notice

KHB Head Office, Bengaluru: 080-22273511. The notice points to Public Relations (ext. 200) and Revenue / Allotment (ext. 306 / 308) for documents and terms.

For site inspection during office hours, the notice lists regional AEE emails. Nearby examples:

  • Haveri: aeehaveri@gmail.com

  • Belagavi: aeebgm@gmail.com
  • Koppal: aeekplkhb@gmail.com

Dharwad does not get its own AEE row on the last pages of this notice. Use the KHB geo-tag pages and the nearest listed division, then confirm on khb.karnataka.gov.in.

Bottom line

PropLinker take

E-Auction 28 is a leftover-stock sale, not a new layout launch. For Dharwad buyers, the useful block is Hiremalligawad HIG-I around 216 sq m at a ₹13,993 board rate — roughly ₹30 lakh before the auction walks the price up. The binding constraints are inspection, the 15 September registration cut-off, a 72-hour 25% payment, and the 03 September corrigendum that already deleted the Raichur Manvi lots.

Register on KPPP, inspect the plot, skip every auction ID in the corrigendum, and only bid if the 25% / 75% cash timeline is realistic. Confirm every figure on the 21-08-2026 notice and the 03-09-2026 corrigendum before you pay EMD.
